Metered billing and prohibited-load monitoring

Delivered in 2024. Four dormitory buildings — about 640 rooms — plus a dozen shops and one sports hall on one billing system; about 60 meters per gateway, with smart breakers for remote switching and load detection

  • Our role: Equipment and platform supply
  • Delivered 2024
  • A key university in Henan

Project overview

In 2024 Tongwei supplied metered billing and prohibited-load monitoring for a key university in Henan. The campus needed billing software more than another batch of meters: one system to read, settle and stop prohibited loads. About 640 dorm rooms in four buildings, a dozen shops and one sports hall share it. Dorms are prepaid, shops have separate accounts, and the sports hall meters without charging during whitelist class hours. Accounts open as area–floor–room, accept cash, WeChat and campus-card top-up, and bill on the month-end date. Arrears open the breaker; a successful top-up closes it; selected rooms can be kept on. Smart breakers detect prohibited loads locally: air conditioning alone stays on, air conditioning together with a prohibited high-power appliance trips, and items such as water dispensers can be allowed. Each gateway carries about 60 meters and pushes reads, tariffs and open/close commands to the breakers. The software sends balance warnings, bills, top-up receipts and over-power alarms. Finance and operations permissions are separate, and both actions and exceptions are logged.

Main functions delivered

  1. Central reading: dorm, shop and hall meters on one read path; parameters and tariffs can be pushed
  2. Accounts and settlement: open by room; cash, WeChat or campus-card top-up; month-end bills, refunds, reversals and closures are logged
  3. Tariffs: prepaid, time-of-use, stepped, shared and dorm subsidy; arrears trip, top-up closes, selected accounts can stay on
  4. Prohibited loads: breakers recognise banned high-power appliances; air conditioning alone stays on, and trips if a prohibited load is added; a few appliances can be allowed
  5. Sports hall: whitelist class hours are metered but not billed; other hours pay by scan at the set tariff, with refunds
  6. Notify and permissions: balance, bills and prohibited-load alarms reach people; finance runs accounts, operations runs switching

Smart breakers and onboarding

Category Item Model Qty Use
Control Single-phase smart breaker with metering Dorm circuit 644 unit Prepaid metering, remote switching, prohibited-load detection; air conditioning alone stays on
Control Three-phase smart breaker with metering Shops and hall 20 unit Prepaid shops; hall scan-to-use and whitelist-hour metering
Onboarding Industrial IoT gateway SG-I ~60 meters each Aggregates reads; pushes tariffs and open/close

The problem

Dorms, shops and the sports hall follow different electricity rules. Meter reading, top-up, month-end bills and cut-off on arrears are reconciled by hand. Prohibited high-power appliances share a circuit with air conditioning, so they are found late and hard to attribute.

What we connected

  • Single-phase smart breakers for dorms — metering, remote switching, load detection
  • Three-phase smart breakers for shops and the sports hall
  • Gateways aggregating about 60 meters each
  • Combined metering, billing and settlement software

What we did

  • Lock tariff rules, account hierarchy and the billing date in software first, then attach meters and breakers by room
  • About 60 meters per gateway; reads and switching aggregate at the gateway, bills and permissions stay in the centre software
  • Prohibited-load decisions sit on the breaker; the software holds thresholds, allow-lists, alarms and lookup
  • Dorms, shops and the hall keep three policies inside one account and bill, so three systems do not have to be reconciled

How it was rolled out

  1. Confirm dorm rooms, shop and hall circuits, and the prepaid, subsidy and keep-on rules
  2. Open accounts, tariffs and month-end first; prove reading, top-up and arrears trip on a few rooms
  3. Then push prohibited-load policy and hall whitelist hours, and check that air conditioning alone stays on
  4. Go live with separate finance and operations roles; accept balance warnings, bill push and the action log together

Outcome

  • Dorms, shops and the hall are read and billed in one piece of software
  • Arrears cut power automatically, top-up restores it, and selected rooms can stay on
  • Prohibited loads can be detected and cut without stopping normal air conditioning
  • Top-ups, reversals, switching and alarms can be traced

If your site is similar

Send room or shop count, whether billing is prepaid, whether campus-card or WeChat payment is required, and whether prohibited loads must be judged on the breaker or only alarmed on power.
